Tall booties will give some overlap with your wetsuit, which will help you stay warm. For tropical diving short boots will usally be ok. A hard soled boot is sometimes prefered by people who do a lot of shore diving. If you have to walk any distance over rough terrain to get to the dive site then hard sole boots are nice to have. Some people will also choose hard soled boots to fit fins with large foot pockets. No one type of bootie is prefered over the other, you just need to pick a pair that suits your needs and fits well with your fins.
