Haven't been overseas so I'm not much help with that end. However, I've traveled in the U.S. and always taken my knife. Never had a problem. I always stick it in my checked luggage that has my fins. Figured that the TSA agent would realize it was for diving (maybe I'm figuring to much). I also declare my knife when I check my bag even though the agents tell me I only have to do that for a firearm (once again, maybe I'm thinking too much).
The only thing I know is the horror stories about overseas travel. All kinds of things missing and I've heard many horror stories of items stolen. Myself, I'd still take a knife but I'd take my ultra cheapy so that if it got stolen I would only be out $3.95.
