Depends. In 2006 I flew a new suitcase to Roatan on Continental with no problems regarding size and weight; returned to the US for one day, then flew with the same suitcase (less dive gear) to Florida the next day on American so I knew there would be no weight issue (going to a company meeting where they load you up on useless material to return to your location as a mule) and got gigged for an 'oversized bag' to the tune of $100USD on the return leg from Florida.
Apparently the bag had magical properties to change size from one day to the next (and one air carrier as well), since I measured it when I got home, and it clearly was right at the airline's sizing specs. (Of course, I used a tape measure instead of the American gate agent's mystic stick with felt-marker lines on it--but I digress.)
Unless I'm driving it there, I haven't used that bag since. I just can't take the chance on another round of upcharges with it.
