The 'best' first stage is a bit nebulous, since different people need and prefer different things. Think in terms of the design and not in terms of brand.
Balanced Pistons (like the Atomics and many others) have a reasonably simple design, loads of excess capability, and are reliable as the day is long. They're not the best if you want to easily adjust the IP for some reason, and there are reasons to pick diaphragm regs in cold water.
The Z2 first stage is a lot of value for the money. If money is no option, the M1 first stage is sweet.
You could also make the case for a Zeagle first stage or even a Sherwood, depending on what's important to you. They all have different designs that offer pros and cons.
