Dumb question but you were holding the ref mouth piece down wheren't you? If it slightly free flows when held up and stops when you face it down you have a slightly "over tuned" reg
I assume when you say "free flow" do you mean a few bubbles or is it a huge stream of air as if you were holding the purge button? If it i just a few bubbles then I've seen regs do that. A normal fix is to turn down the IP because it has crept up a bit.
Some times the techs think that are doing you a favor when they tune your reg to run right on the "edge". I'd prefer they didn't do that.
