too bad...its just a poor business practice. They advertise the course as $129, but then add on a manual separately, then a new card separately, and soon enough it is somewhere around $230. Now with 6 open water dives.....just poor customer service.....
Contact NAUI Worldwide and ask if this is considered a standard practice for that shop. It doesn't make sense to me for them to do it the way you describe, and I'm unaware of any shop that does it that way--this would be a first.

I strongly suspect that there's a miscommunication here.
