It sounds like a program perfectly made for a university setting where you have a high concentration of potential users with part time needs.
I guess I have different experiences with rental cars. I reserve online in a few minutes and picking up the car at the terminal seldom takes more than 10 minutes. And that's not using any "elite" express lines.
