I suppose it depends on the specific cruise lines and destinations. Any restrictions concerning dive knives on a cruise ship is little more than Kabuki theatre. After all, I can simply grab any knife from a on board restaurant, or enter any unlocked kitchen during non-working hours.
What would be the point? Security check points on a ship is akin to security at any airport. Basically smoke and mirrors. Be observant long enough and the truth will be seen.
