Shoot him an email if you question something... He states somewhere else on his site that if you see something that seems wrong or out of place to contact him and he will either correct it of explain it.

The 23.5% thing PSI does support because that is the way that the CGA treats is. The scuba standard of 40% came from the NOAA and the US Navy (I think), both of which are pretty upstanding agency's. I do not that that the scuba world will ever go to the standard of anything other than air needs to be used with O2 cleaned equipment, but who knows...
