Lead. Specifically, lead powder.

Next time you go diving, take out your soft weights when you done for the day, and leave them sitting in one place for a half hour. Take look underneath them.

The milky-white liquid you see is lead powder. Lead powder is not a very healthy substance to have around. Soft weights, by design, enclose a bunch of lead shot in a little bag. Every time they more a tiny amount, all those little balls of lead rub up against each other. Lead is soft. This makes for a continuous source of lead powder.
