Is this Sigma 17-70 better then the Canon 17-55 USM? Maybe I can pick one up used somewhere.

I picked up a Sigma 17-70mm lens for $400usd.

It sounds like your looking for a cheaper option for this great camera.

Even after you have forked out the $1500 for the Canon 40d you have to look at getting the following
  • Ikelite housing $1500 approx
  • Ikelite port from $150 (Recommend 8inch dome @ $400)
  • Ikelite digital sync cord $90 (recommend duel at $125)
  • Strobe arms
  • Strobe/s (recommend the ds125x2)
  • lens for the port (most likely more than one)
So if your looking at actually setting up your Canon 40d for underwater its going to cost you alot of money to do it properly. You a try and cut costs down by getting cheaper lenses and smaller strobes but you will be selling yourself short.

figure out what you actually want to do with your 40D and work from there. You have a get camera and it wouldn't be right to have cheap lenses and small strobes with it.
