Mine is mounted to the grommets on my left weight pocket. I can reach it with both hands. On my old BC I had it zip tied to my inflator hose.

My daughter wears her console across her chest clipped to the right shoulder d-ring where she (and I) can easily glance down and see it. Her knife is attached to the hose just about at her sternum.

I have a Winoka BC knife I attached to spare grommeted holes on my Zeagle. I have grommets and a tool and will eventually attache it to her BC as on PTaaron's above.

But try to keep at least one cutter in a place where you can reach it with either hand.

Same here, it's zip-tied to the shoulder strap just above my chest. I can reach it easily with either hand.
