Strobe light
This is a really good light that I would highly reccommed. It's light, cheap and puts out a lot of light. I asked for it for christmas and I got two of them. (which is what I wanted)
I haven't used it for diving yet but above water it's super bright. I've taken to using it while I walk the dog in the morning and at night, because the cars couldn't see a guy walking down the road waring light colors (white, yellow, etc) with a flashlight walking a dog. If someone strapped a strobe light to their tank on a night dive, I'd cut it off, the strobing will ruin your night vision, and will probably get annoying after a bit. On the other hand, I carry a strobe with me on night dives for emergencies, it just stays off until needed.

When I took AOW at Lake Travis, my instructor had one of those strobes so we could find him at night, it had a range in that water of about 18". Not much of a vision problem. I have one of these: Princeton Tec Eco-Flare Tank Light, Dive Lights, Princeton Tec, Princeton Tec Eco-Flare Tank Light It seems to work well in clear water, and is non-intrusive to other divers, but your buddy can identify you easily.
