I think the rationale for requiring springs for tech and cave is that they are far less likely to break, and also don't present any protruberances that are likely to trap line.

Spring straps are awesome! I can't believe they aren't EOM on most fins already. The best aftermarket item I have added to my gear locker. (Of course I don't have that HID light yet...)

I can see requiring you to tape down the excess, but I just don't get making it a requirement for any tech courses. (ok, maybe Cave 1/2, but what about adv. nitrox? He said tech classes, not cave classes, after all!)

Purely speculation, since, of course, I have spring straps on all my fins (duh ), but the rebel in me really doesn't like unjustified (or insufficiently justified) requirements.

There are lots of types of spring straps. The Apollos are very nice, but unless you have them pre-installed at the factory on a pair of bio-fins, I don't think they're worth the premium. What kind of fins do you have that makes you think you need the Apollos?

Those zero-effort ones still have plastic buckles , and my straps are so comfortable that I don't even notice they are there

I have the twin jets. and I heard they don't take the EZ straps or the tilos ones. I guess I'll probably get the XS scuba universal straps since I did hear the Apollo straps were hard to install unless they already come pre-installed, is that what you mean?
