Hard to say, it's been popular out on the left coast for at least a few years now. Kayak fishing was already popular and then folks figured you could dive off the things as well.

One of the reasons that I bought an Ocean Kayaks Big Game Prowler is because it has a huge tank well and is 34" wide, which makes it very stable. I LOVE diving off mine, especially for stuff that is offshore, but not TOO far offshore! Paddling sure beats swimming.
Dive Training magazine recently did an article on this very subject. It was their cover story.
