What would you use it for? Vortex is pretty small ,easy to swim anywhere.

If you were thinking of using it in the cave then being Cave DPV certified would be a real good idea.

Seriously, using a scooter at Vortex is not needed and would be dangerous on a busy weekend. They had something like 400 divers there this past weekend for example. that water hole isn't big enough for that many divers, much less a scooter.

If you're planning on using the scooter in the cave system, training for such environments with the scooter would be suggested also. one of the last diver deaths I remember there was 3 divers who had their scooters follow a line into the silt and the scooters threw up silt and silted out the cave. one of them didn't make it out.

Unfortunately, they don't allow dogs at Vortex...

Okay, same advise here. Vortex is small, both the basin and the cave. It's really not worth bringing.

depends on the dog you're using. for example, a toy poodle has a weight penalty of only a couple pounds, but not much power behind it. larger dogs like retrievers have a lot more get-up-and-go, but the lead offset is much greater....
