does anyone know if st ships tanks with air in them and valves on?

when I bought my tank from ST it had no air and the valve loosly attached

However, when I got my two Steel 80's from ST the valves were attached and there was some air in the tank. I didn't hook up my SPG to see how much, but I am guessing about 100lbs or less.

edl did yours have a viz sticker on it?

IIRC: According to DOT regs, Cylinders with less than 40 PSI (& <23% O2) do not need any special handling.

Steel tanks require a bit of positive pressure to keep moisture out to prevent rust. AL tanks require no such precaution.
