I can understand sitting on a couch uses less oxygen, but is this difference a little too drastic?

I think you hit the nail right on the head: 70 seconds Sitting on the couch. When you're in the water, you're moving about. Moving uses more oxygen. Add to that the fact that you are submerging which decreases the available volume for circulation, you can quickly drop then time you're able to breath hold in the water.

Nave? do you think the reason I'm still having trouble catching my breath after surfacing for about 15-20 minutes has something to do with decreased circulation? I'm not a super model. I just play one on TV
