Find someone that beads blasts (Like sand blast, without the sand.) and have them clean it up and paint it.

The tanks aren't gonna stay pretty for long, especially if you use them often. A few scufffs and scratched paint... no worries

I just wanted to make sure that I wasn't screwed next year for my VIS test

It's hard to tell completely by the pics but you should be good. My buddies have had worse damage to tanks that this that have passed vis. Maybe Scubatoys larry could confirm. shoot him a PM.

Why do you think I never took it off?

How bad is the rust? The paint chipping is not a problem at all, as far as tank integrity goes.

A small layer of rust under a boot isn't uncommon, or a big issue, you can scuff it with a wire brush or sandpaper to get a small layer off. If it's deep, let me know and we can talk :smiley20:

Since tank thickness in greater on the bottom than on the sides you may be OK. It will all depend on the depth of the pit if any. mwhities also mentioned repainting….just make sure if done commercially that it is not baked on

Most shops accept a certain amount of wear -n- tear such as paint scrapes or peels and some minor rust on the surface. Deep pits are the concern.

Should the boots be taken off before storing your tank for the season?

Take them off once a season and all should be good. At the end of the season would be good.
