Well I've traveled all over with just a duffel and never had any problems. Then again I don't have to carry my wifes stuff either. I also check my bag all the way to the destination when traveling if at all possible avoiding having to schelp it around. If I do have a long schelp I use carts never ran into a problem where they didn't have one. I don't know what good wheels do you though when you have all those stairs you mentioned. As for carrying your stuff around hotel well I usually use the bell hop. If it's going to and from a boat then I use mesh bag which doesn't have wheels even if I did bring a wheeled travel bag.
As I also stated if you want wheels go for it I chose the weight savings. I also work out on a regular basis so I guess a bag under 44lbs doesn't seem like much to me so to each his own.

I use the same method as Chinacat46.
I use a MountainSmith duffel that I got for cheap on REI's outlet website. I took everything that I needed or thought that I would need to Little Cayman and didn't have any issues with their weight restrictions. Those who brought traditional wheeled scuba bags had overweight charges and I was not inconvenienced by the lack of built-in wheels.

When it comes to light weight, durable roller duffels, I am a big fan of Stahlsac. Great bag. If you don't mind schlepping, the Northface Basecamp bags are fantastic and will keep your clothes/gear dry in a tropical rainstorm when your bags are left out on the tarmac.
