I've done Belize twice both from the Sun Dancer. I enjoyed both Turneffe and Lighthouse Reef. I'm not a huge fan of the caribbean but the diving in Belize is good and I liked it better then Coz.

Have been to Belize and Cozumel several times as well. Preferred Belize by far over Cozumel; but we were on a liveaboard on the outer islands so can't speak to a comparison of land-based diving.
We walked all over Belize City and never felt uncomfortable...just use a good dose of common sense.
