Those are the same instructions I used. Works great and is a lot cheaper than the kits you can buy.

I guess car inner tube can be found at auto parts stores? Does it come in different sizes?

Why not use two hose clamps - one at lower end and one at upper end - for a more secure connection and "handle"?

If the car inner tube goes over the hose clamp then what's the need for the bicycle tube over the clamp?

What then to secure the reg hose?

I think I read that people use wheelbarrow tire inner tubes. Readily available at home despot and other similar stores. All depends on what size bands you need... different for a "pony" (think Al.19, 30, 40) than a stage (think Al.80). Go to a tire shop for the car innertube... ask for a dead one and it's free.

You're not supposed to use the handle as a handle, except underwater. It stretches it out and makes it easier to get caught on things. So one hose clamp suffices.

The little bit of bicycle inner tube over the hose clamp is just for the bulky screw section, so it doesn't snag on stuff. You can also use braided nylon tubing instead.

The car/wheelbarrow rubber bands secure the reg hoses:
