I made my soft weights with Flag Material (just ask for it at a sewing shop) and some nylon thread (just like fishing line). Just cut out a rectangle and fold it in half the sew up the two sides. Flip it inside out and fill it with the approiate weight of lead shot (I used #8 shot) then sew up the top. I bought white flag material so that I could write on it with a black magic marker with my initials and weight. They sell lots of different colors of flag material so if you wanted to you could get a different color for each different weight.

Makes sense... I suppose if you have a bag that could seal real nice it wouldn't matter though
