Depends on why it's leaking. Is it poor fitment or is there an issue with the seams/zipper? If it's just poor fitment, then there's no problem with it. A wetsuit should be tight. Gaps on the neck seal and wrist/ankle seals should be minimized to minimize the flow of water into the suit. It should be form fitting without any empty spaces in it. If there is a broken zipper or a fray in the stitching then it's a manufacturing issue.

All wetsuits will have some water flow into it. It is a wetsuit after all. Wetsuits keep us warm by minimizing water flow to our skin. How much leaking are we talking about?

most wetsuits unless its a semi dry are going to allow water to enter, the purpose of one is more to keep the water that's near your body warm and from moving. But if its constantly spurting cold water into the suit (I have that problem with every 7mm rental I've ever used) then its probably too big or could have a hole in it (this one I rented had one right in the crotch, believe me it was a lovely draft in the 60 degree water on my open water cert).

that would be lovely!
I dive a semi-dry, there's just too much water flow in a regular wetsuit for me, and I get cold

If you're getting way too much leakage, a poor, too-large fit is a likely culprit. You could try to address this by wearing additional layer(s) under.

If you wanted one that doesn't leak you should have bought a drysuit.

(And then prayed for luck...)
