Sure, but really only a relatively small proportion of society has a muscular enough build that they would be classified as being overweight per BMI - it works well for the overwhelming majority of society and is so prevelent since an ever increasing proportion of many countries are overweight or obese, is simple to calculate and doesn't require any expensive equipment or invasive methods to measure.

Of course, percent body fat is a lot better if you are in reasonable shape, assuming it is measured by someone that knows what they are doing.
