Yes, there is an ethical standard. However, it can not come from you. Any complaint you have is either hearsay or with regards to your over 18 daughter, it has to come from her. But I would hazard a guess that if a good complaint is made, the instructor is Toast! Probably a good thing too.
A lot of less ethical/lack of a good moral compass types get emboldened by the fact that they have gotten away with a particular act a few times and gain a sense of invunerablility and not only continue in the act, but get more brazen with time. If he tried is with your daughter, what about the next guys? Get with the daughter and let the fur fly so to speak. At the very least he may get an eye opener.

In this case it is starting an affair with a married student. My daughter just saw him for an ass and told him what he could do with himself. So he moved on to other females. The dive shop owner was told what this instructor is doing and said he would put an end to it. But so far there is no end to the affair. I will not use that dive shop anymore -- I will not support such improper behavior. There are kids being affected with a marriage in peril now because of this guy.
