It depends. Most times I wear it over the hood, but anytime I feel the odds of it getting knocked off my face go up I wear it under. I prefer under but over is easier, IMO, and I'm kinda lazy sometimes.

I read all of the folks waxing poetic about the myriad of advantages to wearing the strap under their hoods, so I tried it.

Didn't last more than five minutes into the dive.

Cold (45 degree) water rushed into my hood and down my semi-dry wetsuit. Nothing I did staunched the flow, so I pulled my hood, doffed my mask and reset the hood and re-fitted and cleared my mask.

I warmed back up within a minute or two.

Make a vent in your hood.

I've tried under the hoos once-didn't like it at all. Seemed that it made my head colder almost immediately. With it over the hood, I seemed to stay warmer. Also easier to keep on as well.
