The Tilos straps don't require you to cut anything. And they look like they'd fit on the Tusa's - I have had mine apart to (briefly) install the Mares ABS buckles. ST has them: Tilos Spring Straps, Fins, Tilos, Tilos Spring Straps
There's also a Tilos strap with a quick release buckle but that seems counter to why you want the springs.. Tusa Spring Straps
I have a pair of the TUSA spring straps on a set of TUSA fins and they are great! Nice big finger hold to get ahold of to put them on and off. Secure feeling on my foot. Work Great!!!

I've got a pair of Innovative spring straps on mine. Not as comfortable as the spring straps I have on my Bio Fins (since the former is round), but I have no issues with them. I have the ones that require removing the buckles from the posts, but they were pretty quick and easy to install.
