I've been told that it's a "lubricant" that allows the silicone skirt to release from the manufacturing mold. If you want to get rid of all of it, you should scrub the skirt, as well as the glass.

Toothpaste to clean off the film.

I use dawn dish washing detergent for anti fog. Just put one drop in each lens and rub it to a thin layer inside and out and let dry while you are setting up your gear, before putting the mask on just dip it in the water. I have used it in water temps as low as high 30's with no problems of fogging even when flooding the mask.

I highlighted a key point. All to often I see defoggers being applied and then almost instantly being rinsed.
Not sure the value of applying defog to the outside of a mask...unless you use soap then it cleans those lenses off real nice.

Most of the defogs actually work. I prefer Seadrops (for cold water) easier to apply and sea gold for warm water (stronger than sea drops), but cleaning your mask is very important. A good course tooth paste with usually work very well. They tend to be gritty and slightly abrasive enough to get the coating off.
