Perhaps hanging a set of small strobe lights would suit your purposes. The optimal number and distribution of lights would depend on the size of vessel that you use and the type of boat traffic that you might encounter during the hours that you choose to dive. You may also try to advise local authorities (if any) of your practices so that they will be extra observant.

If you are boat diving, besides the usual navigation lights that must be displayed it is common practice to hang a strobe from the boat to about 6 or 8' under the surface.

I would light the flag is some way shape or form. The whole idea is for people to see you flag and hopefully stay away from it. I dive in lakes, where boats can still be cruising around at night. I would light my flag up as best I could. Just my opinion though.
