There is alot of diving, what are you looking for? There is a couple shore dives in A-Bay about twenty minutes north. Alot of wrecks from easy to very hard, with charters running out of Clayton, A-Bay and Canada. This website Wrecks show alot of the sites. It is a good time to go less people and the water is still reasonably warm.

I think Watertown is about 30 minutes from the Thousand Islands and St Lawrence river, which has great diving. You may want to check with the DNY folks on SB. I think they are planning a trip up there, and they may be able to give you more info. Dive NY - ScubaBoard
