I ran into this before also. I had brand new equipment bought at another shop and the LDS insisted I pay $75 for their inspection fees. I left.

Well at the very least, It is a good thing to get any previusly owned reg serviced. Unfourtunatly, your $30 service came with a free line of BS!

While not quite as extreme, there is a local LDS who won't even allow you to do any pool time if you don't have annual service paperwork. Perhaps that's a bit normal, but for pool work, it seems extreme. As with the LDS in this thread, they blame it on insurance.

OK. I'll admit that I did not read all of the posts. Here is my 2PSI.

You stated that you handed the reg to you instructor and asked him to bless it.

"I took it into class with my the night before we started the pool work to have the instructor "bless it" and he said he had to do a complete service on it before he was able to allow me to use it in the pool. Claimed it was some insurance thing."

IMHO, by asking him to "bless it", you are asking him to take responsibility for your safety regarding this "used" reg. In order to state that this reg was safe for use, he would need to inspect it more closely than just looking at the outside. In effect, you asked him to perform an "annual service" on this reg.
