If it were me, I'd probably go with the Zeagle Envoy Deluxe. Or the Oceanic Alpha 8 DVT. ST doesn't show the Atomic Z2 on their website, and I don't know if they sell it or not, but you might look at it if it's available. It's similar to the B2 but less expensive, but performs the same.

Before you work too hard on a value reg, work on the list of must haves, then nice to haves. Consider your future and what needs you might have then. I would be sure to get a balanced first stage with a balanced second (adjustable would be nice). Air or Nitrox? I suggest nitrox, to avaoid having to buy your next reg sooner than you should. Number of ports for HP and LP air? Think about your needs, then apply cost/value.

OK, Best reg.
I really like the Dive Rites followed by the Zeagles. I own 3 Dive Rites and 4 Zeagles (Flathead 6, DS4, and 2 envoys). My opinion is you can't go wrong with any of them.

The best part, the Dive Rites and envoys are some of the cheaper regs out there!

go with what is comfortable for you than worry about the price to a point. just because it cost alot doesn't mean it is a good fit for you. i like the dive rite and sherwoods

Envoy Deluxe would be my choice. However, If the RS-130 will fit your needs it's kind of silly to spend more just for the sake of spending more..Just because something is more expensive doesn't mean its better, and it certainly doesn't mean it's a better value..

While it's true you get what you pay for, the Tusa seems to be a good reg and a great value...If it will fit your needs you can spend that money elsewhere--BCD, computer, all of the accessories you don't realize that you need quite yet....

Good Luck...

Keep in mind that almost every regulator out there is compatible with Nitrox out of the box, so Nitrox compatibiliey is not a concern.

It depends, the best reg. such as Apeks, aqualung, atomic... are not sold online... In your price range, I would go with a Mares, They breath very well.
However to better answer yor question we would need to know the type of diving you are planning to do.
