I Googled it for you considering I don't remember how I learned. I don't smoke, but this is the general idea:

Point your tongue downward and form your lips into an “O” shape as if you were going to say "Boo." This will take some practice but try to make the “O” as large as you can.

Make an “uh” sound. This is the most difficult part and will take a while to perfect.

i love blowing bubble rings .

it helps if the conditions are in your favour ,
surge or swell are bad it breaks up the bubble
, calm conditions are good
or even better for blowing rings from depth of 20m is a even,,,p moderate to strong current. the current mooves the rings along and i have been able to blow rings from 20m and have them open up to a really wide circle as they got shallower and shallower.

some of the things i do to make it work well are , you must be overweighted so that you can roll over on to your back and not float away , make shure you do this on a sandy area .
i poke out my toung a little bit and spit or pop air over my toung . you will probally need less air than you think . you can get up to 8 rings out of one breath so less air poped out is better .

try different popping styles and listen to the sound they make when you get a ring correct remember that sound and try to reproduce it .

Matt
