I was in Provo for 10 days in '06 - diving, snorkeling, boating, etc. - and never saw a dolphin. Not even a fin in the distance. I'm convinced its due to the obnoxious parasailing boats that cruise up and down Grace Bay all day, usually with no parasailer.
Hopefully JoJo is still out there!
