Hey all i am from the uk and i am a diver and paintball i have just got a dive tank to use to fill up my air tank for my paintball gun, it is in test but there is a few make's on it and the guys name can i paint over in and if so what with and what color yellow is it ?

I had trouble understanding your post. So my response may not be what you were looking for.
PVC cleaner (used for prep'ing PVC pipe for glue. Available in Plumbing store) is great for removing paint and permanent marker from SUBA cylinders. I do not know the laws and acceptable practices in the UK. But here in the states, all cylinders for transporting compressed gas need to be Hydro tested every 5 years. You can not obscure the test mark. The dive industry has instituted an annual Visual Inspection Policy. It is not the law. But, most shops will not fill your cylinder without a valid Inspection sticker. If you brought a painted (non-factory) cylinder to me for inspection. I would not pass it. How would I know if you used filler to hide pits in the cylinder? My personal preference is for bare AL or Galvanized steel. If you do not want to ruin the existing paint with solvent (to remove the previous owners name), just cover it with a sticker. Note: stickers should be removed for annual VIP.
