According to standards - you are not allowed to use any "aids", and since there is an inherent buoyancy in a suit - that might be considered a flotation aid. That being said, if the swim had to be conducted in colder water - I could see where it would be fair to just weight the person appropriately to compensate for the suit buoyancy.
