If it's grease than any degreaser. Simple Green, dish soap, etc...
Dawn dish soap or simple green works great on grease.

It doesn't matter too much what type of degreaser you use on the outside of a tank, just don't contaminate the valve. Simple Green and dishwashing detergent are great ideas because if you accidentally get any on the valve, it shouldn't matter too much.
If you really want to clean off any stains left behind after degreasing, you could always try car polish.

Try a magic eraser sponge. I just used one the other day to clean off paint and black rubbed residue that whatever scraped the tank left on it. It really did a nice job.
