I'm told we have to treat it as an overhead environment because the river is a commercial shipping channel. It is 200 around meters wide at points (around 220 yards). So if you shoot your SMB and head for the surface, you will move likely get hit by a tanker. If the captain attempts to miss you, you'll probably make international news... scuba diver causes tanker to run aground.
