I've only ever used latex, and haven't had any problems with it so long as it's been well powdered. Otherwise, it can chaff a little.

Latex, better seal and works. Drawbacks? Colder than neoprene.

I have one of each. The latex seals better and is faster to don, but is less comfortable, not as warm, and doesn't last as long.

The neoprene seal feels better, but takes slightly more time to don since you need to turn the smooth side back in (at least on my drysuit), and you have to be super careful when folding it to get a smooth seal or it will leak. That said mine may be a tad big. But another supposed benefit (I have yet to test this) is that you can apparently cut a thin pizza slice out of it and then close the cut by gluing the the two sides back together. This is a cheap way to tighten the neoprene seal up if it's too big or has loosened up over repeated use.
