Monterey has a lot to offer, but assuming you're looking at PNW or MoCal, and not SoCal, I can't help much.

I've had wonderful experiences diving the Kelp forests around the Channel Islands.

There are Lots of boats to choose from, I guess.....I really enjoyed my trip on "the Sun Diver" (boarded at Midnight, 5 dives, back on land before sundown). The crew was OUTSTANDING, and there was plenty of room to move around.

... as well as the "Sand Dollar" (we did the two day live aboard trip). This boat had more divers on it, but I Loved the dive spots.

The "Hydrodiver" is a wonderful little boat (6 pack) for a day trip, great price, and the Captain is super! We went out to dive the Yukon with him, but he was telling us that he has some Great spots for diving in the kelp, too.

what can I tell you about it? ..... One VERY important Warning....
It is absolutely, utterly, hopelessly ADDICTIVE. Beware!!!

Not too sure what else I can offer....I'm sure some California folks can jump in with alot more useful information.
    Same Planet...Different World....
I've dived and gone to heaven

There's a very nice kelp dive at western Salt Creek park west of Port Angeles. Clallam County Parks - Salt Creek Recreation Area
Looking at their map it appears the entrance is either Outlook 2 or the next stair case. Your entry point brings you right into the kelp forest. Very nice dive but REALLY check your current tables. It's somewhat protected but you don't want to be there in a real ripper.

    Kyfriedchipper,

This Salt Creek park is in Washington on the Olympic Peninsula. This is NW of Seattle ~ 2+ hour drive and ferry ride. There's some wonderful diving in that area and good vis as it is in direct line with the Pacific.

Right now temps are in the low 50's. Come jan or Feb they dip down into the mid to high 40's. A drysuit is highly recomended.
