Palau Pacific wins hands down....also $$$$. Not fimiliar with Plantation but the Royal is also good. I stay at the WP Makalal walking distance to Sams. The hotel is like a Motel 6 nothing fancy...If you want to spend the $$$$ do the PPR.

If you really want to stay at a luxurious place PPR is a definite must! I stayed there back in the early 90's and at that time it was considered to be one of the hotels for the rich and famous.... neither of which include me!

I think the Royal is close to Sam's and you can walk to some other stuff too. I don't think it has a beach. Plantation is walkable to stuff but a bit further and I don't think it's walking distance to Sam's. Not that that matters a huge amount since they will pick you up, just a matter of what you want.

PPR is much further from stuff, I seem to remember like at least a 15-20 minute drive to Sam's. The grounds are interesting to explore but really no place else to walk to from there if you want other restaurants or shopping. It's more isolated but has a pretty nice beach and great snorkeling.

I think PPR is a nice enough resort and I'd be happy to stay there again, but just to set expectations properly IMO it's a bit overrated. I think it was just the nicest resort there for a long time. But it's not really luxury or what you might think of as "rich and famous" standards. It's just a nice beach resort. When we were there I thought the grounds and exteriors were a bit ratty for a place so often touted as luxury, and our room was in need of paint and updates. (I think I've read since that they were renovating the rooms and may be done by now. I wonder if that was driven by some new places opening.)

The Nilkko (Royal) is probably the nicest hotel and newest in Palau and very close to Sams, the place I stay WP Malakal is almost next to the Nikko (separated by the Oil storage for Palau).....but it is in a marina area no beach and close to Kramers, Carp and a couple of other good restaurants.

But I think the PPR has the nicest setting in Palau.
