Good point though. However, when you think about it, the accepted definition of spring is when the sun's track crosses over the equator. Not a thing is ever given about looking at the temperature ranges and occurance of winter vs. spring storms.

And when you really get down to brass tacks, who the hades came up with this friggin' rodent based weather prediction? Next thing you know we'll determine national leaderships via strange women distributing swords from a pond....

While I don't think it's referenced in the movie as a Whistle Pig, you should really watch "Groundhogs Day" starring Bill Murray. Then at least you'll have the answer to the 2nd part of your question.
