Disclaimer: These are merely ideas and I am brainstorming for you. I take no claim to these ideas being the way I feel.
Raise sin tax on alcohol where no underage person could afford to drink the stuff. ![]() Offer incentavies, like extra credit, to anyone turning in a person that purchases alcohol for anyone underage. Outlaw alcohol in the city, county or state. Prohibition (like we know that works.) Harsh penalities. Such as anyone caught for a first offense is immediately expelled from college and cannot enroll in any other colleges for 4 years. Ok, just some ideas to get things rolling. Sure I hear about some of these ideas. ![]()

Well, the first thing that you have to overcome is the culture itself. And you have to go beyond the Fraternity/Sorority scene. RoadRacer has some good ideas about harsh penalties, but I don't think it will work. I think that if caught underage drinking, a full point drop in GPA would work.
The other problem I see is that there seems to be a zero tolerance issue that pops up anytime that a norm is changed. So the kid that just went through a traditional family celebration at home where it is allowed to have a drink or two (in most states it is legal to imbibe in one's own home if over 18)and returns to the dorm with a little wine on his breath could find himself infront of an inquisition or witch hunt. Hit the drinkers where they drink: If you show up for the big game with booze on your breath, you're held until sober with a fine, get caught with booze in the dorm, either ejected or have to pay a hefty fine and get put under censure atthe school with possible suspension or getting tossed out on a second offense. That's about all I can think of on a short notice. |

Lots of sticks, not enough carrots. Of course, I'm not a big fan of carrots, but along those lines would be something like a school-sponsored program that does "fun" activities without alcohol. Sorta like when some churches sponser halloween nights to keep the kids off the street.
Of course I have no idea what those fun activities would be, since one of my fondest college activities was every two months when I could give whole blood, then go get wasted for $4.59. |

Enforce existing regulations. If minors are at a party with alcohol, hold the 21+ year olds who are present accountable for furnishing alcohol to minors. It would only take a few multiple arrests for it to impact the drinking culture on campus, and it would be all the more powerful if the legal implications were backed up with academic probation or other disciplinary action on the part of the school for all involved.
You don't need new policies, rules, and laws... you need to get people to take the existing ones seriously.

So what did you decide had to be done? I think losing privileges would be in order. I think a controlled situation might help as well, ie allow drinking within a narrow profile that is tightly controlled. I don't think saying you can't drink would work, threats never do, but allowances and restrictions do work in many cases.
