.......is a diver a 'technical diver'..??

This is not a trick question....I just hear a lot of divers saying-- 'I am a tech diver'.

So what does this title mean to you?? Remember this is just a fun/conversation maker....nothing to serious.

Below 130 feet, overhead environment of any kind ala deco, caves, wrecks, etc. Any dive where you can not directly ascend to the surface and you are qualifed to make that dive makes you a technical diver.

I think it's when you cannot ascend to the surface, regardless of depth

Anything where you go beyond recreational limits... in a carefully planned manner pursuant to specialized training. (i.e., accidentally living through it doesn't make you a tech diver, it makes you a lucky recreational diver) That means deeper than 130', and/or using mixes other than air/EAN40, and/or into an overhead environment, and/or beyond NDLs.
