In Texas, the boater safety course can be taken online. The rules are pretty specific regarding diver down flags ( Diver-Down Flag - Texas Boating License Laws and Safety Guide ) and protocol though with self-directed study it would be difficult to emphasize the importance of a buffer zone.
Especially after a few beers...

The Bahamas are 50 miles East. If the guy really wanted to get away, he would drive to the Bahamas, sell or dump the boat, and then fly back.

On the flip side, somebody somewhere surely has seen this boat. How many 20-26' boats named Karma can there be in SFL.

Good point. Hopefully a Harbor Master will chime in-unless the HM is good friends with the owner of the Karma.

One other thought: Even if the moron is totally sober, isn't there a law in FL about providing aid and support in a water emergency? Could he be charged with leaving the scene?

That boat right now could be sitting in anyone of a million slips anywhere in florida, I just hope that the county sheriffs do there darn job and find this guy, they patrol the waters and give people tickets for not wearing a life jacket while jet skiing, but someone does a "hit and run" and they can't find him.... arg... one of the many reasons that I do not like florida anymore.

Another great example of why I use an SMB but never a dive flag on a float when I dive. Really tough for snorkelers however.
If you look at the water from a boaters perspective...not much to see but water water water, but hey what's that over there? Looks interesting. lets go check it out.
Not to mention jet skiers and performance boats needing something to turn tight turns around.
Lastly, whether one uses an SMB or a dive flag on a float, make sure you come up right under it and stay close while at the surface.

Are boats of that size not registered in Florida? I would have thought that with the name of the boat and description they'd be able to look it up.

Hope the divers are OK...

You don't register the name of the boat. You register manufacturer, length, etc.
