I'd say bringing a diver who hopes to be AOW to this place was a mistake and perhaps the area regards things like this to be normal. You can see in the article which says everybody does it in regards to anchoring here, just because everybody does it does not make it ok. At least that's why I tell my 5 year old.

The area itself isn't bad, on one side of the arches you have a nice shallow plateau ranging from 30 to 60 feet, and you have to purposely go around the arch to find the deep part which is called devils drop. My wife did her OW dives at this site, I dove the site many times.
The divers in question where not new divers, The 3 divers involved in the accident were two public safety divers (proteccion civil) and a reporter, the PSDs were taking the class as to further improve their skills, there is no mention as far as the reporter doing a news article or being on the job. The class they were taking was "search and rescue and principles of rescue diver"

That doesn't sound right, why would a PSD take a course in a subject they should already be certified in? Something smells odd there.

Not uncommon. I am a PSD diver in the U.S. Many so called PSD divers are not really trained PSD divers. They happen to be a scuba diver that is a volunteer fireman or rescue squad member or a cop that does not have specialized training or gear or procedures. Some join a team and pick up training as it becomes available. Many divers have to obtain training by paying for it themselves. I imagine the situation is worse south of the border. They may have been on a team but not have the training to meet the conditions they were faced with. A sad situation for everyone...

No bodies were found

They haven't given up looking, but it seems unlikely that they will find them. The Devil's Canyon is 6,500 feet deep and they were fully weighted (over weighted, I hear) and in gear.

The company they used has been closed (they were only open a few weeks before this accident). No one can say for sure what happened but the current thinking is that a verticle current appeared close to the wall and sucked them down to about 200-250 feet. There was a survivor whose dive computer showed rapid descent over several seconds. But as I said, no one knows for sure.
