you don't need to be PADI certified necessarily, any cert agency will do. You can get certified there also.
Hawaii info, check out some websites like:
Jack's Diving Locker : where "Our Friendly People make the Difference"
or
Hawaii Scuba Diving with Bottomtime Hawaii - Go Deep Stay Long - Kona's Premier Dive Shop
or

for Florida:

or

or
South Florida Diving Headquarters
or

those can give you a start in your searches. Lots and lots of resources out there, these are just a sampling.

I've only been to Cozumel (Numerous times) and the Bahamas once. I LOVE the reefs in Cozumel.

Hawaii has some nice hard corals otherwise not much to look at. Cozy may be your best bet. Some of the best soft corals I have seen in the USA is years ago in the cold waters of CA.

Best Corals is way out west in the Indo-Pacific region.

But back to the US. Continental USA, the upper to middle Keys.

Higly recommend Boynton too. And Kevin's Op.

Boynton they do it a little differently. No DM in the water unless you want one. Very easy. You and your buddies get your own flag and you do your own thing.
Reefs are shallow. <60 foot range typically.

As you get more acclimated to our style of diving here, you can work your way up the coast eventually to Jupiter where you can swim with big animals, including our sharks.

If you make it to the Keys, check out Looe Key National Marine Sanctuary.
