Diving the Philippines : Near or by Cebu

Was wondering if anyone had any recommendations for dives in the Philippines, near Cebu. I know that Boracay is near so is an option. But thus far I have not found a good dive outfit that I feel comfortable scheduling dives with.

So I am open to input.

Here are two options in Moalboal:

Scuba Diving in Cebu | Scuba Diving in Moalboal | Scuba Diving in the Philippines
Diving Moalboal Cebu: well-known dive spot

How about Malapascua for the thresher sharks?
