Frustrated! Need help on a location!

I need serious help. I posted this on Scubaboard and now I am posting it here to increase my odds of success!

OK, here is the deal...I am trying to plan a trip..6 people, 2 divers, 3 snorklers, and one who is scared of water. We would like to do an all-inclusive...now by that I am truly only concerned about meals/alcohol. I do not care about golf or tennis or anything like that. Every All-Inc I have seen is 400-500 a night with a bunch of amenities, does anyone know a place that just does room/meals/drinks? I would like to keep it below 2k!

Now for the bonus round...it would be nice if there was decent shore diving. Since there are only two divers we don't want to put out the other 4 being gone 4-5 hours everyday. Plus some of the others could snorkel! I have looked into Curacao and Aruba, but the All-Incs that I saw were too pricey. Any other places (besides Bonaire) that would fit my narrow field?

I am struggling right now...if I can't lock this in, we might have to take a cruise...and you gotta pay for your drinks there

Try Mexico

Go to Funjet.com, pick a town, gives you a list of hotels and is shows the price. We have gone to Cancun, Cozumel and Playa del Carmen for the past 9 years doing all-inclusive. Alegro Cozumel is great, dive shop at hotel, snorkeling and free food and drinks.

Roatan - Cocoview or Anthony's Key Resort. The snorkelers might like snorkeling with Dolphins at AKR but the shorediving is better at Cocoview.
Both are AI and pretty reasonable. Airfare is a bit more unless you're near one of the cities that have direct flights to Roatan. We're going this spring and hoping to see Whale Sharks off Utila.

i posted about bay islands beach resort here. it's a nice place with great shore diving and snorkeling. meals, but not drinks, are included.

I would probably suggest looking at Cozumel. The all inclusive adds a fair amount of money. Might consider getting a place with a kitchen and cooking in. That would probably save a good deal. You can get good rates on rooms with 6 people.

I thought about it, but there were no all inclusives and I am not sure if the non-divers would get much out of it. Is there anything cool to do in Bonaire besides dive?
